Junior, you will not find 150CC scooter. Mopeds under 50cc, by definition, are equipped with a kind of pedals, apparently to start the engine, and only go 30th They are very dangerous and very practical for anything other than reducing the use of the speed of the road and are banned from most roads. However, you can all types of motorcycles and scooters with various 150CC engine. Some of them over 50 miles per hour or more, but you can certainly expect something more than 60 Even if you can go at this speed, the engine is finished so strong that their life expectancy is significantly reduced. Scooter is not and should not be confused with mopeds in all circumstances. You must receive a copy of Illinois Department of Motor Vehicles Guide, and if they have a specially for motorcycles, obtain and read before taking no notice of anyone here. Except me.

What you describe is not a moped. Fall under the classification of the scooter or motorcycle.

I do not know know about Illinois, but in Ohio, CC scooter must be less than 50 and 1 hp or less and have a maximum speed not exceeding 20 km / h on a flat surface, if it does not meet the criteria of the regulatory side motorcycle.

You can get a moped license in Ohio in 14 years, hope that helps

In most states, more than 50 cc and 30 mph means you must be registered / insured as a motorcycle while a small scooter does not require registration / insurance to drive only 16 and with a license.
